Racine Civic Centre
Scheduling Policies
Whenever
the term AGREEMENT is used, it refers to the RACINE Civic Centre usage
License Agreement. Whenever the term Centre is used in its AGREEMENT, it
refers to the Racine Civic Centre. The term MANAGER refers to the MANAGER
of the CENTRE or the MANAGER'S duly authorized representative. The term
CONTRACTOR shall refer to the party, individual, organization, partnership
or corporation identified in the Centre’s Facility Usage Agreement.
SCHEDULING
Events shall be scheduled on a First Come/First Serve
basis. The MANAGER or his duly authorized representative shall schedule
space and supply equipment, services and labor at stated or negotiated rates
when such space, equipment and services are available, not committed to
another CONTRACTOR on a FIRM or TENTATIVE basis and such space is not
scheduled for repair or other Centre predetermined use. Tentative Hold
approval will normally be given within 24 hours of the request. CONTRACTOR
requested Tentative Holds will always have an expiration date.
No CONTRACTOR having an outstanding balance with the
Centre shall have the right to schedule space at the Centre until such
balance is paid in full and funds are in the Centre accounts. CONTRACTORS
having a past due balance at the Centre shall forfeit all rights to space
holds at the Centre.
RENEWALS
Each CONTRACTOR shall have the right to repeat his/her
scheduled event from year to year, in the same calendar period, provided the
request and deposit are received by the Centre within five working days
after the close of the current event and provided all of CONTRACTOR’S Centre
balances are up-to-date and paid in full. SEE NEXT PARAGRAPH.
EARLY
SCHEDULED EVENT REQUEST
Centre shall have the right to schedule all space up to
13 months out for multiple day events which would have a large impact on the
City of RACINE, WI. Should the Centre exercise this right notice will be
given in writing to any affected CONTRACTOR.
NON-COMPETE/PROTECTION
The Centre
shall have the right to enforce its non-compete/protection policy to the
benefit of the Centre. Centre’s non-compete/protection policy is intended
for a like public ticketed events@

RIGHT TO REFUSE SERVICE
Centre
shall have the right to refuse space/event booking to any person or
prospective CONTRACTOR who is in default of or will not honor all of the
Centre’s rules, regulations, terms, and/or conditions. Such right to refuse
space/event booking does include the loss of space held due to prior
rentals.
SPACE, SERVICE, EQUIPMENT, AND SURCHARGE RATES
Space
Areas are charged per the Centre’s Space Rate Schedule
according to scheduled use. Discounts may be given for number of areas used
and length of usage.
Utilities/Minimum Cleaning Service
This includes normal and reasonable amounts of lighting,
heating, water and/or air conditioning and minor event cleaning services,
but only in "normal" and "reasonable" amounts.
Exception: Centre may provide at lower levels
and rates utilities including heating and/or air-conditioning, cleaning
and/or other building services for move-in and move-out.
Extras – Service, Equipment & Labor Rates
All service, equipment, and labor are considered
"additional expenses", and will be charged at rates as outlined in the
Centre’s Equipment, Service, and Labor Rate Schedules.
Admission Surcharge on Tickets
All ticketed events shall be subject to a “Admission
Surcharge”. The rate of the surcharge shall be as follow: $1.00 per paid
admission. This applies to all venues of the Racine Civic Centre, Memorial
Hall, Festival Hall and Festival Park.
Deposits
Deposits are required at the time of scheduling the event
FIRM. Space on tentative hold shall be available to another CONTRACTOR
should the first holding CONTRACTON refuse to place the deposit within 24
hours after being informed of the second request.
NEGOTIATED RATES
The MANAGER shall have the right to negotiate Centre
rental rates that may differ from the approved Centre rate schedule for
certain events in order to maximize use of the Centre and improve the
economic impact for the Racine Civic Centre and the City of Racine, WI. All
such variations will be consistent with policies established.
